We are seeking a highly experienced Senior Web Developer to lead the development, maintenance, and continuous modernization of multiple NICHD web properties. This role supports NICHD’s mission by ensuring its web presence is secure, accessible, user-centered, and compliant with federal standards such as USWDS, Section 508, and NIH/HHS digital policies.
Serve as the technical lead for all website development and sustainment activities.
Manage and optimize NICHD's websites built on Drupal CMS, ensuring compliance with HHS and NIH standards, including:
US Web Design System (USWDS)
Section 508 Accessibility
Federal cybersecurity guidelines
Implement and maintain structured Drupal CMS governance, including:
Module lifecycle management
Patch management and version upgrades
Secure and automated deployment processes
Lead DevSecOps pipelines that include:
Work closely with the Product Manager to ensure website goals align with NICHD’s broader digital strategy and stakeholder needs.
Apply Human-Centered Design (HCD) practices such as:
Persona development
User journey mapping
Usability testing
Participate in Agile Scrum ceremonies (sprint planning, reviews, retrospectives) and contribute to transparent backlog management and iterative delivery.
Bachelor’s degree in Computer Science, Information Systems, or related field.
8+ years of web development experience, with at least 3 years in a senior or lead role.
Demonstrated experience with Drupal 9 or higher, including:
Custom module development
Theming and front-end development
Security and performance tuning
Proven experience implementing 508 compliance and USWDS.
Hands-on experience with DevSecOps tools and processes:
GitLab/GitHub Actions, Jenkins, SonarQube, etc.
Automated testing and CI/CD pipelines
Familiarity with SharePoint Online development and administration.
Strong understanding of federal IT compliance requirements (e.g., FISMA, HSPD-12).
Experience with Google Analytics, Azure Monitor, or similar analytics platforms.
Excellent communication and leadership skills, especially in Agile environments.
Strategic Thinking – Ability to align technical implementation with organizational goals and evolving federal policies.
Problem Solving – Skilled in diagnosing and resolving complex technical issues across Drupal, DevSecOps, and accessibility domains.
Leadership – Ability to mentor developers, lead Agile team discussions, and coordinate across cross-functional teams.

Experience supporting NIH, HHS, or other federal health agencies.
Knowledge of APMS (Agile Product Management System) frameworks.
Certification(s) such as:
Acquia Certified Drupal Developer
AWS Certified Developer
Certified ScrumMaster (CSM) or SAFe Agilist
Certified Secure Web Application Engineer (CSWAE)
Familiarity with Figma, Axure, or other HCD/UX design tools.
The salary range is $150,000-170,000/year. The salary range for this position reflects a variety of factors that influence compensation decisions, including skills, experience, training, certifications, and organizational needs.
