Overview

The Office of Information Technology (OIT) at the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), part of the National Institutes of Health (NIH), is seeking skilled professionals to support a wide range of program and technical services across the institute. This is a remote position with occasional onsite visits required for key personnel to support collaboration, planning, and program delivery.

The Policy Liaison / Task Policy Lead serves as the vital bridge between policy stakeholders within the Office of Extramural Policy (OEP) and the technical teams responsible for IT systems and modernization.

This position provides proactive engagement with scientific and policy leaders, translating evolving compliance and policy requirements into actionable system updates and backlog items. Working within the Agile Product Management System (APMS), the Policy Liaison ensures NICHD’s extramural systems are continuously modernized, aligned with NIH/HHS policy updates, and supportive of user needs across the institute.

What You'll Do

  • Translate policy changes into technical and functional system requirements.

  • Prioritize and refine enhancements with consideration to mission alignment and technical feasibility.

  • Facilitate continuous engagement through joint planning sessions, demos, and roadmap discussions.

  • Communicate system capabilities, limitations, and timelines clearly to non-technical audiences.

  • Collaborate with the Product Manager to integrate OEP priorities into the overall NICHD product roadmap.

  • Ensure business needs are captured early in the Assess phase of APMS and transformed into actionable backlog items.

  • Participate in sprint ceremonies (planning, review, grooming) to represent stakeholder needs during execution.

Required Knowledge and Skills

  • Bachelor’s degree in Public Policy, Health Administration, Information Systems, or related field.

  • 5+ years of experience in a liaison, product owner, policy analyst, or project coordination role within a scientific or government setting.

  • Strong knowledge of NIH extramural programs and/or NIH eRA systems.

  • Demonstrated experience interpreting and applying federal policy, preferably in a research or scientific context.

  • Excellent communication and interpersonal skills; able to collaborate with technical teams and policy stakeholders.

  • Experience working in Agile environments and with product backlogs, sprint cycles, and iterative delivery

  • Documentation – Capable of developing clear, actionable business plans, user stories, and requirements documentation.

Nice to Haves

  • Master’s degree in Public Administration, Public Health, Information Systems, or related discipline.

  • Prior experience with:

    • NIH grant lifecycle systems

    • Agile Product Management frameworks (APMS, SAFe, or Scrum)

    • Developing business cases and conducting impact analysis

  • Familiarity with Section 508, US Web Design System (USWDS), and federal software development standards.

Salary Range

The salary range is $115,000-135,000/year. The salary range for this position reflects a variety of factors that influence compensation decisions, including skills, experience, training, certifications, and organizational needs.
