The Office of Information Technology (OIT) at the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), part of the National Institutes of Health (NIH), is seeking skilled professionals to support a wide range of program and technical services across the institute. This is a remote position with occasional onsite visits required for key personnel to support collaboration, planning, and program delivery. The NICHD OIT team provides full lifecycle IT support, helping the institute maintain a secure, efficient, and modern technology environment. Team members will work alongside NIH scientists, administrators, and stakeholders to deliver innovative, compliant, and user-centered digital solutions that advance NICHD’s strategic goals.
The Senior Software Engineer plays a critical leadership role in sustaining and modernizing NICHD’s enterprise application infrastructure. Responsible for overseeing on-premises and cloud environments, this role ensures scalability, reliability, security, and compliance across a diverse application portfolio.
Lead efforts to assess, plan, and upgrade NICHD’s application infrastructure including:
On-premise and Azure cloud platforms
Windows Server environments
Drive modernization initiatives including:
Cloud migration strategies
Container orchestration (e.g., Docker, Kubernetes)
Infrastructure automation (IaC)
CI/CD pipeline integration
Implement robust monitoring across systems using SQL Profiler, Oracle OEM, Splunk, and custom scripts to detect and prevent performance or security issues.
Apply NIH, HHS, and federal compliance standards including:
NIST 800-53
FISMA
ISO 20000 / 22301
Serve as technical lead for backlog items related to infrastructure enhancements, ensuring they are prioritized, tracked, and implemented without disrupting operations.
Collaborate with product managers and other technical leads to balance sustainment activities with modernization needs in an Agile Scrum environment.
Document infrastructure processes, tools, configurations, and standard operating procedures to support knowledge continuity.
Contribute to continuous improvement practices aligned with ITIL and ISO 20000 standards.
Provide mentoring, training, and guidance to junior engineers and system administrators.
With more than 5 years’ experience architecting, administering, patching, and configuring SharePoint on premises 2010/2013/2016/2019.
Experience configuring SharePoint Online. Experience migrating SharePoint sites from on-premises to SharePoint Online.
Experience configuring and managing Power Gateway
With at least 5 years’ experience configuring and upgrading Nintex K2 automation
Experience configuring and managing F5 Silverline Web Application Firewall (WAF) Proxy, SSL, Threat Profiles settings as well as trouble shooting firewall and connectivity issues.
With more than 5 years’ experience supporting Drupal in Azure, creating resource groups, provisioning VMs, and associated resources, managing firewall rules via Network Security Groups.
With more than 5 years’ experience supporting FISMA security assessment and authorization activities.
Experience migrating servers from on premises to Azure

Experience supporting NIH, HHS, or other federal health agencies.
Working knowledge of:

Infrastructure-as-Code tools (e.g., Terraform, ARM Templates)
Relevant certifications such as:
Microsoft Certified: Azure Solutions Architect / DevOps Engineer

ITIL v4 Foundation
CompTIA Security+
Experience supporting Security Authorization (ATO) packages and POA&M resolution.
The salary range is $155,000-178,000/year. The salary range for this position reflects a variety of factors that influence compensation decisions, including skills, experience, training, certifications, and organizational needs.
