Overview

The Office of Information Technology (OIT) at the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), part of the National Institutes of Health (NIH), is seeking skilled professionals to support a wide range of program and technical services across the institute. This is a remote position with occasional onsite visits required for key personnel to support collaboration, planning, and program delivery. The NICHD OIT team provides full lifecycle IT support, helping the institute maintain a secure, efficient, and modern technology environment. Team members will work alongside NIH scientists, administrators, and stakeholders to deliver innovative, compliant, and user-centered digital solutions that advance NICHD’s strategic goals.

We are seeking a Mid-Level Systems Engineer to support the infrastructure management and modernization of NICHD’s web and enterprise applications. This position plays a key role in ensuring the stability, security, and scalability of both on-premises and cloud-based environments, aligning with NIH and HHS compliance standards.

The Systems Engineer will work closely with the Sr. Software Engineer and technical leads to help maintain infrastructure availability, support patching and monitoring activities, implement automation, and contribute to modernization initiatives such as cloud adoption, containerization, and CI/CD pipeline integration.

What You'll Do

  • Support day-to-day management of NICHD's hybrid infrastructure, including:

    • On-premises and Azure cloud environments

    • Windows Server platforms, database systems (SQL Server, Oracle, MySQL), and middleware services (IIS, SharePoint, Power Automate, K2)

  • Implement and monitor systems using tools such as:

    • Splunk, SQL Profiler, Oracle OEM, and custom scripts for proactive issue detection and resolution.

  • Assist in applying FISMA/NIST 800-53 security controls, supporting multi-factor authentication and secure access via SiteMinder.

  • Participate in patch management, security scanning, and system hardening efforts across all infrastructure layers.

  • Support the development and maintenance of Security Assessment & Authorization (SA&A) packages and associated ATO/POA&M documentation.

  • Collaborate with software engineers, DBAs, and product managers to track and resolve infrastructure-related tasks and technical dependencies in the backlog.

  • Assist in the implementation and configuration of containerization (Docker/Kubernetes) and CI/CD pipelines.

  • Contribute to cloud migration efforts by preparing workloads and supporting data migration and testing.

  • Participate in documenting technical processes, configurations, and troubleshooting procedures to support knowledge transfer and continuity.

  • Apply ITIL-based practices and align with ISO 20000/22301 standards to promote service reliability, resilience, and continuous improvement.

Required Knowledge and Skills

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or a related field.

  • 3–5 years of experience in systems engineering, infrastructure support, or DevOps roles.

  • Experience managing Windows-based server environments and administering cloud platforms (preferably Azure).

  • Familiarity with databases such as SQL Server, Oracle 19c, and MySQL 8.0.

  • Experience supporting middleware and integration platforms like IIS, SharePoint, and K2.

  • Working knowledge of monitoring tools (e.g., Splunk, SQL Profiler, Oracle OEM) and scripting languages (e.g., PowerShell, Bash).

  • Understanding of federal security frameworks (e.g., FISMA, NIST 800-53), vulnerability scanning, patching, and ATO processes.

  • Familiarity with Agile environments and backlog/issue tracking tools (e.g., Azure DevOps, JIRA).

  • Support and maintain secure and highly available infrastructure in hybrid environments.

  • Troubleshoot and resolve performance or configuration issues across applications, databases, and middleware.

  • Collaborate effectively with cross-functional teams in a DevSecOps environment.

  • Apply automation to reduce manual effort, streamline patching, and enhance monitoring and alerting.

  • Contribute to modernization efforts, including cloud migration and container deployment, without disrupting legacy systems.

  • Document and maintain system configurations, support procedures, and compliance evidence.

  • Adapt quickly to evolving security requirements and technical standards in a federal environment.

Nice to Haves

  • Microsoft Certified: Azure Administrator Associate (or other relevant cloud certifications).
  • Experience with containerization technologies (e.g., Docker, Kubernetes).
  • Experience implementing or supporting CI/CD pipelines (e.g., GitHub Actions, Azure DevOps, Jenkins).
  • Exposure to federal compliance documentation, including POA&Ms, SA&As, and ATOs.
  • Knowledge of ISO 20000/22301 or ITIL v4 frameworks.
  • Previous experience supporting NIH or other federal health IT infrastructure environments.

Salary Range

  • The salary range is $130,000-145,000/year. The salary range for this position reflects a variety of factors that influence compensation decisions, including skills, experience, training, certifications, and organizational needs.
