Overview

Tantus Technologies, Inc. (Tantus) is seeking a detail-oriented and proactive Program Analyst to support the Hospital Quality Reporting (HQR) Line of Business within CMS. The Program Analyst will serve as a key liaison between CMS program staff, the development teams, the Service Center, and support contractors. Acting as both a program SME and delivery coordinator, the Program Analyst will interpret regulatory and specification updates, translate them into actionable system requirements, and ensure those needs are captured, prioritized, and tracked in JIRA. This position plays a central role in CMS’s rule-to-release lifecycle, ensuring timely alignment between regulatory changes, technical implementation, and communication activities.

What You'll Do

  • Serve as the program SME for assigned programs, maintaining expert knowledge of applicable rules, specifications, and release schedules.
  • Identify and document program changes that impact IT systems; open and manage related program epics and features in JIRA.
  • Collaborate with CMS program leads and contractor counterparts to anticipate and scope potential impacts from proposed rules or specification changes.
  • Maintain Program dashboards, calendars, and Confluence artifacts, including Contacts by Program and Organization and Submission Deadline documentation.
  • Partner with the Communications team to identify program-related communication needs and ensure awareness of system or process changes.
  • Prior to PI Planning, ensure all required features are added to the Product Owner Team (POT) backlog, validate feature readiness, and maintain accurate due dates and rankings.
  • During PI Planning, support objective creation, confirm dependencies and risks, and serve as Assignee for all committed features.
  • After PI Planning, monitor delivery progress, communicate delays, and ensure updates to business value, completion status, and dashboards.
  • Prepare and facilitate meetings, create agendas and minutes, and develop program-level dashboards, decks, and communications as needed.
  • Maintain current program overview materials and ensure consistent documentation across CMS and contractor teams.

Required Knowledge and Skills

  • Minimum of 5 years of experience working in an IT or federal program management environment.
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Visio).
  • Experience with JIRA, Confluence, and ServiceNow for backlog and case management.
  • Agile certification (SAFe, CSM, or equivalent) and/or PMP certification.
  • Familiarity with Program Increment (PI) Planning processes and Agile portfolio management.
  • Strong understanding of the rulemaking process and its relationship to system and program changes.

  • Excellent analytical and problem-solving skills, with the ability to trace program policy changes to system impacts.

  • Strong written and verbal communication skills, including facilitation and documentation of cross-team discussions.

  • Self-motivated and capable of working both independently and collaboratively.

  • Adept at adapting to change, navigating ambiguity, and maintaining attention to detail under tight deadlines.

  • Skilled at building productive relationships with government, contractor, and stakeholder partners.

Nice to Haves

  • Bachelor’s degree in Business, Information Systems, Public Policy, or a related field. Specific work experience can be substituted. 

  • Experience supporting CMS quality programs or similar federal healthcare IT environments.

  • Knowledge of CMMI ML3 processes and Agile frameworks (SAFe preferred).

  • Experience analyzing or implementing healthcare-related rules, specifications, or reporting programs (e.g., HQR, ASCQR, HCAHPS, PCH).

  • Demonstrated ability to manage Confluence documentation, dashboards, and workflow coordination across Agile Release Trains.

Salary Range

$85-90k
